Alternative is to just change the compressor itself.

No expert on this part, but if the compressor burned out the system may have to be cleaned up to prevent the new compressor from failing too. There's always going to be oil left over, along with debris if there was a mechanical failure.

This applies whether you change the entire outdoor unit or outdoor unit and coil.

If your old unit is r22, probably a dry r22 unit will work and if the oil is peo ask about 407c instead, since 22 is being phased out.

For 12-13 seer to 13 seer, chances are any r22/407c outdoor unit will match up nicely with the indoor coil; especially if it has a txv. (if piston, metering device may have to be changed)

Yes, you'll want the following tested:

1. Run capacitor capacitance
2. Compressor windings ohmed out, resistance
3. Wires leading to the compressor
4. Airflow and condition of the indoor coil - plugged coil can kill compressor, i think
5. Metering device - a failed txv can kill a compressor, plugged orifice
6. Contactor closed resistance, voltage at the outdoor unit

If something external killed this compressor, the next one will fail too. Isn't it true that compressors rarely die early, they're killed or murdered by something else?

If this compressor is mechanically stuck and everything electrical checks out, request that a hard start kit be put on it.

11 years isn't old for a coil; think they're supposed to last 15-25+.

If r22, i would consider springing for a cheap r22 dry unit (goodman or icp may do fine) which can also run on 407c (compressor has to have peo oil in it) to mate to the old coil - should be okay if both are 13 seer.

New condenser is a no brainer in your case - maybe they could flush the lines/coil with something and put a new metering device, if txv to be safe. (if not the orifice should be checked for debri.

You're probably not getting 16 seer - that needs a bigger coil and ecm blower motor.

I've seen goodman spec sheets; to hit 15-16 seer with a 16 seer condenser you often need a coil that's a full ton larger. Sure the others are similar.
