Water lines are sized by water fixture units and each fixture is assigned a value, so you add those up to get your demand for he supply
Also, elevation rise or fall adds to the equation as does the length of the run and existing city pressure

The plumber is talking about 1" water supply line inside. I was concerned that such a large diameter on 5/8" meter would diminish pressure especially considering that it is 2-story.
If you have good pressure 1" should be fine on an average home. I would be concerned if you said 3/4"
