Ufer vs Ground Rods

Question on grounding my service w/ a 200A main panel and 200A sub panel: the electric company requires two 8' ground rods for the main panel. The sub panel will also need a grounds. My foundation footings and walls are already in, but not the slab. Should I sink another 8' rod in the basement where I pan to locate the sub panel? Also, I see a lot of discussion about a Ufer-style ground; should I ALSO try and run 20' of #6 before pouring my slab and have it tied to the mesh in the slab once its poured?

If the subpanel is in the same building then it does not need its own ground rods.

I am not sure whether a slab with mesh counts as a concrete encased electrode (Ufer ground). If it does then the mesh counts as/towards the 20' of embedded metal and all you need to do is bring the (I think #4) attached copper wire to a convenient place to emerge from the poured concrete.

It is not necessary to include reinforced concrete in the construction for the sole purpose of having a Ufer ground.
