proper flashing where shingles meet brick

I am having a new home built and and the shingles and brick were installed before flashing was placed where the two meet. The builders remedy was to slide flashing under the shingles but over the brick with exposed flashing over the brick and simply sealed with caulking. many similar homes in same area (same builder) has flashing placed before shingles and brick which seems to me to be more appropriate and certainly better aesthetically. please advise .

As Tinner said, you need flashing AND counter flashing.
The flashing is as your builder suggested, a 90 degree bent step flash that goes over/under each shingle and against the side of the chimney.
The counter flashing is embeded into the chimney just above the other flashing, extending downward to about an inch off the roofing, essentially hiding the step flashing.
