Installing new deck boards, because of the chemicals, I would prefer to wait until September to stain the top of the decking letting the wood to dry. But would you stain the bottom to help preserve it prior to installation?

If you want to spend the time and money for stain, they yes, its a good idea. However, you need to be careful about i8t running over to the top side and making laps... Best way to do it is to do the backside, and immediately flip and do the top, and let it dry that way.

Saying stain does nothing to protect wood is an absolutely ridiculous thing to say, but the underside of a deck doesnt see sun, wind or standing water, so its not critical, however, its (usually) never a bad idea to protect backsides of any wood. Of course, leaving the underside raw will give any moisture that enters the wood a means of escape, so keep that in mind too.
