Need to Insulate Attic Spaces Grage/House

I read I need to use R30 for the attic. Im currently drywalling the ceiling of my garage and will add insulation to the top. Couple of questions:

I must use either a faced insulation or layer a plastic barrier over the insulation to avoid mold growth, correct?

Ive read to use R30 for the attic:
The garage I could use R30 but it is pretty expensive and I don't need a really good insulation for the garage. is there another reason why attic spaces should use R30? Is it really just dependent on if you want to get a permit to convert it to a room and by code it might require a certain R value?

The house has little to no crawl space in the attic. I just planned on blowing in insulation. But what about a vapor barrier? Is it ok to leave open, or how do you take care of something like this?

Only Zones 14 and 16 require a vapor barrier;
