I have a swag-chain light over my vanity. Don't want it, want a wall mounted fixure which whould be about 10" over to wall and 10" down wall. Cut out all drywall between? Fish?

depends how the building is built. If you have access to above (such as an attic), you can drill the top plate of the wall and fish a wire down the wall. Do you plan on leaving the box in the ceiling and putting a decorative blank plate on it or removing it?
I guess I was hoping wire would extend to new box without having to make a connection in the old box. I understand that if a connection is made at the old box, a cover has to be put on it for accessibility. Obviously I don't know much about wiring or else I would know if there is any slack in the wire in the wall for extending (just pulling wire over). I have cut and repaired drywall to install undercabinet lighting in kitchen by connecting to a wall outlet. I am not afraid to try something, just wary of danger. Guess I should go into attic. UGH
I guess that is why electricians get paid the big money.
You may find that the route the wire takes to get to the ceiling box passes right over the top plate of the wall where you want the new light and that there is plenty of slack. Alternatively, given that you have access above, you could mount a new box (for connecting an extension, if necessary) in the attic and eliminate the existing ceiling box if you prefered not having the exposed cover plate.
While I don't mind drywall work, I would expect either option to be preferrable to cutting into your walls.
