Can't tell by the picture too much grease in the way. Is there a locking ring/nut that needs to be removed first?

Once you are sure you have removed the locking ring/nut, etc., try some penetrating oil like kroil and let it soak in and lightly tap around it with hammer handle, wiggle back and forth. Sometimes it's just sediment and gunk holding it on and sometimes you may have to use a puller or create something of your own for leverage to work it off.
 
Thanks for the replies. There was nothing else holding it in place. It was simply stuck. I ended up getting it unstuck by putting my car Jack in the shaft with a 2x4 cut to 22 inches on top of it. Jack it up until the inner tub gets dislodged.

Most people can figure out something that will work. You just needed more leverage. They can be a little tough to get off, especially with built up sediment/gunk etc.
