Max amps on a 15 amp circuit

Hi,

I just picked up a second hot water tank for my home and it's a smaller 3000 watt unit. I have a couple of spare 15 amp breakers in my panel that I could use instead of picking up a 20. The manual says 20 amp. If I divide 240 volts into 3000 watts I get 12.5 amps. Would I have any issues in running 12.5 amps in a 15 amp circuit?

A water heater is considered a continuous load and must be sized to 125%.

3000x1.25=3750 Watts

3750/240=15.625 Amps

20 Amp Minimum

(not to mention you do have follow the manufacturer specs)
