how deep should this be underground, and does it need to be in conduit or any other kind of pipe?

If you're talking about LV landscape lighting, the only issue is how deep will the shovel, hoe, tiller you use go? There is no danger in cutting a LV wire, you'll just lose your lights and, if the power is on, maybe your transformer.
