Installing laminate over tile and wood floor

I have a tricky one!

We are redoing a kitchen/dining room/hallway with 12mm laminate. The current hallway/kitchen floor is engineered hardwood that is in terrible shape. The tile is better but needs grout.

Underneath the engineered hardwood is vinyl that contains asbestos. With some trials behind the fridge, it appears that this will be impossible to remove without needing asbestos mitigation as it is all glued in a sandwich. So our backup plan is to just put the laminate on top of everything. This is all above a finished basement, which means I am working with a 1970's subfloor (OSB?)

Can I just pour leveling compound over the whole thing? What am I missing with this method?

And I am using a 3-in-1 underlay, I'm not sure of the brand (I don't have it in hand, all of this is sitting in the flooring warehouse)

It is indeed particle board, I can't easily take a picture but there is a little edge behind the fridge that I see. The floor all over is "medium-flat" for lack of a better descriptor. It isn't noticeable walking on it, but putting a straight edge shows quite a bit of gap between highs and lows- up to 1/4". Before testing this I was more concerned about the harder edges between tiles (maybe 1/8" in the extreme cases), but the overall floor might need leveling.

Note: we are going to be removing all of the cabinets first, then lay floor under everything, then new cabinets.
