yes, the new tank is 22" and this stand is just less than 20" from lip to lip on inside.
not sure i can easily run a drain line to outside...i've been told that tanks develop leaks slowly as opposed to all of a sudden a big leak. i do have these battery powered water activated alarms which let me know there was a very small leak. given the tank is 23 yrs old (was a part time home for 20 of those years by prior owners) thought it's time to replace.

I use a flat stand with an metal drip pan under the WH. I have always built the stand from 2 by scrap stock.
