Gas Water heater in garage venting.

Gas water heater in garage. Plumber who installed it said we might need a vented closet around it because the garage is partially under the upstairs bathroom. It is otherwise installed to Oklahoma City code as far as we know (flue goes up an existing brick chimney.) Lowe's contract plumber installed it. So, do I need to build a closet around it and vent the top of the closet to the outside?

If code does not require it than you don't need it.

However there should be some venting to the outside (such as a louver in an exterior wall just above floor level) so the water heater can get combustion air, as well as the flue going up from the water heater.

Walling around the water heater might be useful if the garage will be heated; the air intake would then not commingle cold air throughout the garage. But you would need some way of ensuring that the water heater does not freeze particularly if it had an on-demand ignition or if a regular pilot light went out.
