I want to add an additional circuit to my residential load center but it is full with either tandem breakers or duplex 240 breakers. Does Cutler Hammer make a 20/30/20 breaker in CH series or another mfg make one to fit CH style slots?

Type CH breakers are exclusive, those are the only breakers that fit in CH panels. I have never seen a tandem 2P breaker. You will need to install a sub panel if you need more breaker space, or replace your panel.
