What kind of shop vac doesn't take bags? That's what I'd use. The bag is what helps keep your paper filter from getting clogged up.

But don't expect it to all completely vacuum up. I'd expect you'd need to scrub it to get most of it.

No worse than all the other dust in your garage.
I wouldn't worry about it. Just vacuum it.

 

In fact, who would use a shop vac without a bag, that would just be nasty to clean out!
