>> When a person is living in one of those 5th wheels or RV's many (see that word? I said many, not all) have no ground at all <<

That statement has no relevance here. Do you know the difference in functions between the EGC and the earth ground at the meter/disconnect?

well one of you found a way to nit pick anyhow.

the reason I bring it up is because the fear of a home without an option is not something to live in fear about, or question the landlord over. The house has been there for many years without it. It hasnt burned to ground, and people havent died of electrical shock.

anything else? Is my grammar good enough? Posts too long? Spelling not up to par? maybe It's my name "diy electrician". Someone insulted me for using that . maybe I'm not an electrician. Anything? Anything else?

Thanks to all who posted--it's been informative to me.

I started thinking about this because recently the power blinked on/off in my neighborhood, and killed my wifi router, and I am guessing a power surge somehow fried it. (I tried all kinds of ways to reset/factory reset the router).

Lightning is pretty rare where I live. Sounds like what my equipment needs is a whole-house surge protector at the main panel (put in by a professional, not me). My landlord is indeed a friend, but I will talk to them about it. It sounds like it can be done for $300-500.

In the meantime, I may DIY some GFCI outlets in the bathroom and kitchen, for human-protection.

Thanks...

I keep my router on a surge-protected UPS, and the router's power brick still expired. The actual router was fine.
