Best way to clean unglazed tile floor

As the title states, I have unglazed tile flooring and there are stubborn dirt spots. I've used a fiber mop to get dust and debris up. I've used a combination of white vinegar and water to wet mop the floor, but the dirt spots remain. I believe using something like Scrubbing Bubbles is not wise as it is abrasive, is that correct? I'm looking for some cleaner, or concoction I can make, to clean the stubborn spots.

I have seen people use the steamer with a point nozzel and clean the grout. Depending on the source you could be looking at regrouting when your done cleaning.

@SW Dweller I'm not looking to regrout, so if a steamer is going to force me to grout again, then that's not an option.
