I have an HVAC unit that has 240vac at the heating elements, but when they are in air flow they don't get hot enought. When I pull them out half way, half of the elements get red hot while the other remains cold. Any idea what can cause this?

I have an HVAC unit that has 240vac at the heating elements, but when they are in air flow they don't get hot enought. When I pull them out half way, half of the elements get red hot while the other remains cold. Any idea what can cause this?
How much air is the blower blowing across the heat element. How many KW is the heat element/kit.
Not hot enough, as in doesn't heat the house, or the air just doesn't feel warm enough.
5KW at 790 CFM, will only raise the air temp 20°F.
5KW at 1,000 CM, will only raise the air temp 16°F.
