Waterproofing a-- soon to be built-- Deck

I have started work on my new 60'x app. 14' Deck. I plan to seal (waterproof) the underside of the deck boards.
I don't really know what to call this type deck constructions and I would like some suggestions and ideas.
I want a nice looking deck that I can place lawnmower, utility trailer, and other items under without a water problem.
I owned a home, a few years ago, that I mounted clear fiberglass roofing to the underside of the floor joist and allowed slope for drainage. It worked very well but was not attractive.
Any suggestions would be appreciated.:)

The deck should be built to minimum Code, the waterproof roof inspected at that time; http://www.lancova.com/deckinfo.pdf

Be sure to leave egress for any basement windows...
