Hi folks, so I am not getting enough power to low speeds in my fan replacement to open the shutters. My previous GE Motor is no longer made and so I got a replacement that fit my model GE 5KCP39HGR189:

My setup is a light switch downstairs and one upstairs that turn the fan on or off, and a third light switch beneath the fan that sets the 2 speeds to slow and fast. The problem I am encountering is
1. the replacement fan has 3 speeds (black, red, and blue wires). My former fan was only 2 speeds and the power to the fan has only black and red for power.
2. I have tried setting red to red, black to black and capping blue from the motor, and I have tried red to blue and capping the red.
The low speed on both configurations is too slow. I haven't tried capping the black.
The light switch for speed seems to be a simple toggle, and I have purchased a 3 speed switch, but without a blue wire to the speed control, not sure that would help.
Any suggestions for configuration that might work to give this unit more power?
