With any age, those screws are probably rusted, as are the receiving nuts. They are not holding down the threshold as much as they are there to adjust it up and down. They are captive, meaning they do not remove. Will they turn at all? Will the threshold wood move up and down with the turns?

You may be due for a new complete threshold.

Yeah, they turn. Except one is pretty rusty and won't turn at all.
I probably have to replace the entire threshold. Did some research. Not a quick and easy job but not TOO crazy to take on.
Just waiting to hear back from Pella doors on viable replacement options.
 
IF you note, turning the screws just adjusts the height of the wooden threshold piece. It will eventually come out if you move the screws equally. Soak that one screw with PB Blaster to see if it will release.
 
Do you have an impact driver? With a slotted bit, put it in the head, press down hard and impulse pull the trigger CCW. Spray with PB Blaster first to soak it a little.
