Hello all, I posted a couple weeks ago asking about my letting exterior water spigots drip in the extreme cold since my shut off valves were stuck.

I did as a member or two suggested and sprayed some penetrating oil on the valve. I was able to successfully get two out of my three shut off valves to operate. No luck on the third one. I tried loosening the packing nut, it moves freely but the valve still won't turn.
What can I try next?

I have two outside spigots on my house. With the extreme cold temperatures, it is currently -6, is it a good idea to let the spigots drip to prevent them from freezing? You always hear people talk about leaving faucets drip when it is really cold. I have never left the outside spigots drip it...
