I dearly hope you are being facetious. Are there any branch circuits left in a home which do not require Ground Fault Protection of Personnel, Arc Fault Protection of equipment, or both? When you are replacing panels you are required to bring the protective devices up to current code requirements.

The NEC does not require breakers to be upgraded during a panel change.
