Spout diverters are often flimsy. Also the spout material (typically aluminum alloy) corrodes easily and the "valve seat" where the diverter engages gets pitted enough to not seal well.

A spout diverter merely blocks the spout opening. The water then takes the path of next least resistance which is the shower.
 
diverters are typically cheap construction grade and if you have hard water will corrode and pit very quickly. unscrew it (they usually twist off) and replace it with a new one of higher quality. they are not fixable.
