Slope for Bathroom Rough in

I'd like to move our rough-in bathroom drains in our unfinished basement 22'. Yes, I know that's a rather large distance and it will be messy with a wet saw and all but it would make a huge difference in the utility of our basement when finished.

I had a licensed plumber stop by and look at our new layout and he said the slope to our new rough in would be 1/8' per foot. Although 1/4" drop is normal, he said there is an exception to the local code that would allow for the 1/8" drop. Based on what he said (and how he said it) as well as what I've found in these DIY forums, I'm hesitant to have the 1/8" slope, fearing there would be potential problems? Please advise.

Other aspect is that you could cut the concrete area out to move the line. (plumbers generally don't do that portion of a basement rough). Remove the depth of dirt required.
Once that is done, contact your plumber to install the line per code. If he says it can be done, then have him "sign-on" to do it. What I mean is to contract him, to pull the permit, install the line, and take care of passing the rough inspection.
