Was there a raised floor at one time? Is it two 2x8's, or could it be a 2x4 capped with a 2x8 used as a chase for electrical, condensate lines, plumbing, etc??

 

Hi Larry and thanks for replying. After further investigation, the previous homeowner built the addition. He used 2x6 studs. When the foundation was constructed, he used 8" wide blocks. He then ran 2" stringers on the bottom and top edge of the block and put 6"L tongue and groove wood. He then capped it with a 4" pine. Kind of janky.

 

Maybe I don't understand the exact question.
Are we to guess any possible reasoning?

What is the problem? Is there a structural question?

 

So you don't think these 2x8's are structural, considering the block foundation?

 

No they are not structural for the construction, but structural for astestics. I opened it all up and ended up being runners to connect 6" slats of thin T&G. I am glad I opened it because there is some water seapage coming. Not a lot, but enough for smell. Thanks for your help.

On the inside wall of the addition there is no block foundation. They built it out to match the 3 outside walls. I will take a photo of what the concrete block and wall looks like and post in a few minutes.
