I would determine the moisture of the floor first to make sure you aren't getting intruding water from below. Make sure your gutters are sufficiently taking water away from the foundation and the grading it also adequate. Liquid membrane will work, but a crack isolation membrane may be more beneficial on concrete. Schluter membrane comes to mind as an excellent product, although it is a little pricey.
