.... would the 4mm panels work?

Better than nothing … but not by much. Do you need the panels to meet building codes? Do you need them for homeowners insurance?

Theoretically, the 4 mm panels will have 1/4 the strength of the 16 mm panels. But 4 mm is only … less than 3/16”.
