Redwood is a soft wood, do be careful with the wand.

The fan tip is ideal for it, and yes anything left behind, will speed up future decay.

Concentrate more on the leftover decay, but carefully, it's a " artform" , to get the crud, and leave the good alone.

With experience, you will get it, and the outside of the railings too.

It should of been sealed soon after it's building, but sounds like it was left to age.

Some like aged grey redwood, others do not, I'm a do not.

And be sure that it is totally dry, before any stain / sealant is installed.
