Is Stem Wall With Slab On Grade Foundation (No Basement) Waterproofing And Drainage Necessary?

Usually you cover the foam with something so you are not looking at it below the siding.
I would put the drain in for all it cost in the great scheme of building a house.
A perimeter drain goes around the house level with the bottom of the pipe level with the bottom of the footing and then sloped to the drainage ditch.
I would also had a solid pipe with a slope just for the down spouts can join the other pipe at a distance from the house.
 
Thanks for replying. Cover above grade ICF wall portion with something such as the peel & stick membrane that I intended to skip overall? If siding (James Hardie fiber cement) is proud of ICF, could it extend below top of foundation stem wall so it covers the above grade ICF wall portion?

Regarding the drain, I do not understand. Which "pipe" does the drain tile need to be leveled with? Sewer penetration is above footing on the stem wall. Water supply penetration is on stem wall where wall and footings join. However, I do not see both sewer and water pipes having anything to do with drain tile. Could you explain again please? If drain tile is placed at footings elevation, I will not be able to slope it well because the daylight end will end up at bottom or below bottom of ditch. Can I place drain tile above footings elevation so that when sloped, the daylight end comes out above ditch bottom elevation?
Wood framing should be 8" above the dirt 4" above a concrete slab.
Siding should down 1 1/2 to 2" below the framing so it is 6" above the dirt or 2 inches above concrete slab.
