Looks like the paint dried too fast or the 1st coat didn't dry sufficiently before the 2nd was applied. It's not unheard of to apply 2 coats in one day but the first needs to have enough time to dry.

First thing to do is to determine if the cracked paint is well adhered.

As long as the paint is stuck reasonably well you can paint over it although I don't know that paint alone will hide the cracks.
