How to quiet sump pump discharge line outside of house

What's the reason for changing the house exit higher, just to access it? What clog could you have gotten? It shouldn't ever freeze underground.

If sound is big issue by the window (and pipe sticking out on the porch?), why not leave it underground with a cleanout in the slab infill?
 
I didn't follow the 90s description, but that's where some of the noise would come from. Using street elbows, if 90s have to be used, might help a tiny bit with sound.

You're going to replace the 1.5" all the way to the 4" somewhere by the street with 3" then? I don't know about a loose fit rubber coupling, but I would use a PVC reducer as if there's any chance of an open transition underground it will just washout. If you want a screened overflow on or near the porch, might as well use an actual drain then.

Move your check valve as close to the horizontal so you don't have a lot of head. Also make sure you have the hole drilled down low even if your pump has a built-in relief. Otherwise, Bose headphones or triple-pane windows?
