I recently replaced a retaining wall that was failing. The old wall was cedar ties or something like that in which was not installed properly.
After about 15-20 years the ties are rottening and the wall is starting to fold over. Anyways my main question is what is the best way to fill and cover up the bugholes or air bubbles that are left behind?

I know this will happen but want to know how to best fill them and what will stick best to the already dry and cured wall. I do not mind sanding it after if needed for a smoother or nicer finish after all the patch work is done.
Also if I do not fill them will it crack the wall easier in the winter from water getting into those holes?
