I always did both PT bottom plates and Sill Seal under them. May have been overkill, but clients liked the little strip of pink stuff poking it's head out from under the plate.

Close ups make eyes go wonky, but are the cmu walls below grade? If so, you are getting permeated water through those cracks for sure.
