Double Pole/tandem 15A breaker wont seat into GEelectrical 100A panel

All those breakers are type BR (Challenger / Westinghouse) and as the others told you are IMPROPER to go in that panel. Sometimes you can cram one in there but they're not designed to be interchangeable and it violates the code and the UL listing.
