Do all electricians cut into hot wires once or twice in a lifetime?

I was a kid (12 maybe?) and my family had just bought a new house. My dad needed some Romex for something, and in the furnace room there was literally a coil of it on the wall, hanging on a nail. YOu would NEVER expect a COIL of wire, with one end just hanging there, to be live, and since my dad always liked to teach me about home improvement stuff, he handed me the cutters. Next thing I know I was lying on the floor with a nice notch in the cutters and a hell of a headache.
 
There are cutters that aren't insulated. However most lineman pliers you get have insulated handles. Is the reason you got shocked because you cut the wire without insulated cutters? I realize you probably won't remember. I'm just trying to understand under what conditions you would get shocked by cutting the wire.
These were hardly lineman pliers. They were "insulated," but apparently not enough? I still have them. The typical "all-in-one" type electrical tool with a crimper at the top, and a cutter below the hinge. Maybe just the proximity of my hand to the wire was the problem.

A lot like the first one shown below, but with thinner insulation on the handles like the second pic.
