Deck outer rim joist "splice" bowing outward...how would you fix this?

Here are a couple of additional considerations. I'm a bit leery of that single rim joist's capacity to act as a beam. My guess is that it needs to at least be doubled--that depends on the spacing between the posts. And any splices should, ideally be over the posts.

I can't tell exactly how that rim joist is attached to the posts, but it would be better for the beam, once it is properly sized, to sit on top of the posts with a proper connector (something like this). I realize that making those changes at this point will be a bit of a pain, but it will be easier than correcting problems a few years down the road.
 
It's going to take some re-working, but better to do that and get things correct now. If the posts are properly and permanently set, then he will need to shorten the joists so that the outer beam will sit over the posts. Alternatively, set now posts in the proper location. If the outer beam and posts start to fail, the problem with that rim joist not being straight is negligible. And it will be easy to take care of the alignment while the other issues are being corrected.
