Concrete lip in wall opening between old garage and new addition

It isn't between living space and garage, it's between garage and garage. My existing garage had that concrete curb all the way around, and when they cut the opening between the old garage and the new extension, they left the curb.
Our contractor is a moron, it should have had saw cuts at least before the wood was put there.
It should have been removed down lower before the new floor went in.
 
I don't think so. He is a well-known builder in the area. He poured the concrete and fully enclosed the new garage area before opening the wall up. My understanding was that was for security reasons, not wanting to open the wall until the new garage area could be closed off. I didn't even know enough to ask about it at the time, but in hindsight I can see that it would have been much easier to cut that concrete out before pouring the new floor. I am somewhat surprised by the "we can't cut that out now" attitude though, as if I should just accept having a crumbling tripping/safety hazard between my two garage areas.

This would be standard stuff for anyone that cares about their product or he should have told you it would be an extra.
Now it is a bigger extra and he is leaving it up to you? He is the guy that gives the rest of us a bad name.
