UNTIL - the concrete gets wet. either from the elements
or leaks from the above units - then it falls off in sheets.
if this is a 2015 building, it is considered fairly new.
I would investigate the upper units, if possible, just for peace of mind. . . .
if it were my unit, I would spray texture vs troweling plaster.
mainly for easier maintenance down the road when/if needed.
or - use the proper primer and just paint as you would any other ceiling.
