Attaching B&B shutters to 1934 stucco home... Need to get opinions

Hi... I'm renovating my Mom's 1934 stucco home. To give the windows more character, I've built some 6" wide Board & Batten shutters to attach to both sides of its windows. They're made out of cedar panels and are very light. These are the masonry anchors I plan to use.. two per shutter:

I know that the stucco is only about 3/4" thick and hollow in the areas I'm drilling into. Therefore, using a masonry bit, should I drill the holes completely through, or just drill a partial hole and let the pointed anchor grip and adhere the rest of the way? Because of positioning, I've only got one shot to get this right so I need expert opinion.

Thanks for your time

I know there's a backing of some sort.. maybe chicken wire and black paper but that's it. This is original 1930s construction so I'm not familiar with what they did. The studs should be on-center at 12" but I'm not likely to hit them. My Dad had liquid insulation foam sprayed into the wall cavities from the exterior in 1977. Actually helped insulate and deaden the outside traffic noise real well. Still, that material is soft and wouldn't aid in attaching these.
