Usually cedar has a smooth and rough side, by chance did you pick up the pieces at the store and flip it over? If not, you might try a local lumberyard.

 

More likely it was the type of machinery that was used to mill the boards. Band saws, circular saws, thin kerf, wide kerf, all leave a different surface texture on the wood.
