Is it mandatory to use a 4 prong power cords on installation of new dryers in Alexandria, VA? Manufacturer is indifferent. Distributors claims warranty will be invalidated if I use a 3 prong, but not true according to the manufacturer.

as far as I am aware there is no such code, if you currently have a 3 prong outlet you can use a 3 prong cord. This in no way will make your manufacturers warranty invalid.
New code requires new homes to have the 4pronged outlet,plug. The extra prong is for the seperation of the neautral and ground. If its an old house its not required, but its suggested you should chane the outlet,plug.
