A total renovation of our home was done by an unlicensed electrician under the GC who we trusted. She pulled the permit for the work under the name of a licensed electrician who never came to the job. Is this legal? We are finding unsafe and illegal wiring now by a licensed electrician who we now hired to finish the job as we have fired the original fellow feeling bad vibes..

Has the unlicensed person been paid? Still in town?

In some areas, you can take `em to small claims court, and recover all amounts paid for the unlicensed work.

Depending on the laws in your area, the unlicensed person can also be subject to civil and criminal penalties as well.

Unfortunately I've seen this many times. A "supposedly/qualified" electrician do a job, then have a "Licensed electrician" come along behind them and make claims that all or most of the work is not to code. There are electrical codes in writing, but I've also seen the situation when more than one "Licensed" electrician have different interpretations as to whether something was within code or not. Your unlicensed electrician the GC hired just may have done the job within code and now you have a licensed electrician with his/her interpretation. Your local electrical inspector should be the one to make the final call.

In many cities an unlicensed person may not do electrical or plumbing work on a house that is not his own.

Your general contractor may have some responsibility in the matter.
