What is this for? Letting us know the purpose, what this will be used for, how strong it needs to be, etc. etc. will get you an answer that is best suited to your needs.

Like Blondy said, more info would help. But in general, I have secured 2 x 4's for cleats for kitchen islands with exterior grade deck screws and gone through the mortar joint, not the tile. This is also assuming there is a wood subfloor under the tile and it's underlayment.

Adhere wood to ceramic
The wood will have a slot and newel attached that will be holding a piece of 3'x3' tempered glass, the other end of the glass away from the newel will be against the wall. Used for a decorative barrier next to a 5 step staircase going down.
