Have P251-0083H Head Pressure control from Totaline.
Would like to wire into Carrier 38TKB Condenser assy.
Is it correct to wire Line 1 to post 21 on the contactor and Line 2 to the Common on the Capacitor?

That'll work. Most people would put L2 on 23 though for simplicity. That black wire from 23 to the condenser fan motor would go to "motor 2" on the controller instead of 23.

Cheers!
Well that's the way it was wired in by the Pro HVAC Tech. for 16 years.
Now the control has fried and lost line 2 terminal.
I now have new and will replace thinking the control just cooked from old age and use.

I like those controllers. Very durable and work exactly as the box says. I would too suspect the old one just died of age or maybe a bit of moisture got inside. It happens.

Don't forget to set your adjustment pots to the same position as the old control. It's partially important for sleeve bearing motors. Ball bearings are more tolerant.

Good luck!

Cheers!
