I'm building a screened in porch. I want to wire two circuits: 1 for a ceiling fan and lighting, and one for two or three outlets per wall. Is this considered an indoor or an outdoor installation?

The wiring for lights will be high and well under the roof.

The outlets will be on the walls of course, and subject to possible rain blowing in. It's easy enough to install covered outlets. Do I also need conduit?

With exposed wiring conduit would look best and protect the wiring from damage. It is a wet location and your wiring method must be rated as such. Receptacles will require in use covers.

Use GFI receptacle, and yes, with an insulated cover.
