It looks like the water is seeping up into the concrete stairs. The section that is about 4' thick is all wet as well as the two stairs. Any ideas on how to repair this?

Eliminate water pooling up against the foundation.

Install a perimeter drain system below basement floor level (and lowest stair step level) with sump pump.

winter thaw or not, its still water & rain'll also seep down & leak in the same weak spot,,, think of your very fine bsmt as a ship's hull below waterline & it becomes more clear,,, its always better to prevent wtr from entering than managing once its inside,,, how far below exterior grade is it showing up inside ? thyen again, it it can't enter where it is not finding an opening, it will show up somewhere else,,, proper grading & gutter discharge are the 1st things to ck.

usually ' seeping up ' = wtr seeking its own level altho it could be hydrostatic pressure,,, ' about 4' thick ' isn't much data nor is ' as well as the two stairs ' - more ideas to follow as more inf is post'd , , , , ,

You have two possible options - one would be that there is a hole at the top of the stairs and water is rushing down and leaking up around the stairs, this can be fixed by simply filling that void with some sort of loosely mixed concrete mixture. - two would be that you have ground water that is forcing it's way up and if that's the case you may need to have the steps taken up, drainage installed and then the steps would be have to be reformed.
