Fridge was working fine, then stopped cooling.
All fans and compressor are running.

Compressor is humming.
But is cold to the touch.
All lines are cold.

Any suggestions on what to start with?

This is stupid but it actually happened to me. Is there a small hidden control knob and do you have a toddler? My 1.5 year old turned my fridge all the way up so it was warm and I thought my Viking wine fridge was broke and it was really just a knob turn.

I looked at that already. There thermostat is inside the fridge.

Based on what I am reading on fridges, these items could go bad?

These are what would start the compressor?

I noticed the capacitor nut was missing and it was against the compressor.

Does it need to be bolted for ground?

I put my ohm meter on the capacitor. It just steadily climbs. Is that normal?

If I reverse the ohm meter, it climbs in the opposite direction.
