windows 10 file sharing

I have a windows 7 PC with file sharing enabled. In the past I have had no issue sharing the files.
I now have a new windows 10 PC and it will not see any of the files on the window 7 unit. How do I setup a proper file sharing network between windows 7 and windows 10? Previously I would setup a homegroup network but I not seeing that function in Window 10.

Also, in the past I have had similar issues, solved by creating a share on the computer that wasn't able to see the other computer's share.
