Call the installers---some basement windows are escape windows --these have metal clips , rather like the one in the picture, which is used to quickly remove the window during an emergency.

Ask them if that is an escape window--and what the clip is for.

Unfortunately the window installers are long gone. It's an Andersen Renewal crank-out window purchased from Home Depot. I was hoping for a simple response on best practice.

It looks like a slider, not a casement window. There's a large window well outside, making it look like an egress window. If the exterior is brick or stone, that might be a metal clip for installation.
"Simple responses and best practice", rarely answer a question. It's more of an obfuscation.
